As Malaysia continues to embrace digital assets and Web3 solutions, the framework consistency of it’s Offshore Financial Center (OFC) in Labuan has attracted the tokenisation & UBI heavyweight, the Bank of Humanity (BOH).

Malaysia is actively embracing digital assets, positioning itself as an emerging pillar of its financial system through progressive regulation, institutional pilots, and tokenisation strategies, beating other South East Asia nations in monetary systems integration.

Regulatory Leadership and Frameworks

  • Early Regulation: Malaysia was among the first countries in the ASEAN region to regulate the digital asset industry back in 2019, establishing a secure environment via the Securities Commission Malaysia (SC).
  • Updated Guidelines: The SC updated its guidelines for Digital Asset Exchanges (DAXs) and introduced frameworks permitting digital currency exchange-traded funds (ETFs) to encourage institutional participation while strengthening governance.
  • Market Growth: Regulated digital asset trading volumes on licensed local platforms have surged, reflecting rising retail and institutional confidence.

Central Bank and Tokenisation Pilots

  • Digital Asset Innovation Hub (DAIH): Established by Bank Negara Malaysia (BNM), the hub oversees real-world testing for tokenised deposits and ringgit-pegged stablecoins in collaboration with major financial institutions.
  • Islamic Finance Integration: Malaysia is exploring Shariah-compliant digital tokens and tokenised sukuk, merging traditional Islamic financial instruments with distributed ledger technology, a key interest of the Bank of Humanity (BOH).

The BOH is also a key driver of peace in the Asia region, where it balances its UBI program with utility use, community development and asset management as it’s UBI is recognized around the world especially for its food security program.
